How sad is it....

... that they can promise New Orleans that the entire French quarter and business district will have electricity restored within two weeks - after being submerged in 20 feet of water, mind you - and they can't get Baghdad electrified in three years.

I mean, I know there are some differences between the two situations, but seriously. Two weeks vs. three years. WTF?
