Yeah, I wondered about the writer's strike too, but from what I understand, the webisodes were made long after the writer's strike ended. One must assume the paying-for-web-content issue must have been resolved if the strikers went back to work. They were filming FOTE after they'd already broken down the CIC set, which is why CIC looks so weird in the webisodes. Galactica's situation room is standing in for CIC. So they should have had plenty of time to do all the legal clearances, I'd think.
